The purpose of the toolkit is to capacitate and improve the functionality of skills development committees, by providing information about the role of the skills development facilitators and skills development committees, and the relevant laws and legislations (such as the labour Relations Act, Employment Equity Act, Skills Development Act, Skills Development Levies Act, and the National Qualifications Act).
The toolkit further provides information about the Post-School Education and Training (PSET) entities (such as the Department of Higher and Training, SETAs, and the National Skills Authority) and additional resources, such as the CHIETA Integrated Management System User Manual for Mandatory Grants as a guideline for submission, the National Qualifications Framework (NQF) manual, and the Organising Framework for Occupations (OFO) codes, as part of capacity building.
